When does a Commercial Invoice replace the Proforma Invoice?
The Commercial Invoice is issued once the goods are produced, packed, and ready to ship. It is the final legal bill used by customs authorities (e.g. US CBP, EU ICS2, UK HMRC) to assess import duties and taxes based on the finalized quantities and shipping costs.
